The letter of memorandum set coordination to share case information, providing attorney services to victims, ensuring victims safety and security at the crime investigation process, and ensuring victim’s rights. </span></p>

At the press conference, Ms. Argentina M. Piccin country representative and Ms. D.Dolgor National Committee on Gender Equality and D.Enkhjargal director National Center Against Violence were attended and made opening speech. The press conference focused the law on combating domestic violence has been implemented almost 7 years in Mongolia. However, the law couldn’t ensure protection of victim’s safety and security. They are being at more risk for asking legal protection. For instance: since the law enforced, only around 40 restraining orders were done for protecting victims rights from the court, but any implementation. Due to above situation, the number of cases are increasing which injured or loss of life after the restraining order from the court.</p>

<p style="text-align: justify;">The NCAV shelter network program team had conducted the capacity building training with local specialists on gender based violence from 27-28 October, 2011 with funding support from the British Embassy in Mongolia in collaboration with Legal Agency of Tuv province.  The Legal Agency, Tuv province, chairperson Mendsaikhan made an opening remark at the training. The 30 training participants included: school social workers, the bag level coordinators, governors, bag doctors, judges, prosecutors, welfare social workers, public officers, TV journalists, social workers from Red Cross and Word Vision International.</p>

<li style="text-align: justify;">NCAV set up the first shelter house with 4 beds in Mongolia for victims of domestic and sexual abuse.</li>
</ul>
<p style="text-align: justify;"><span style="color: #8d3bc3;"><strong>1999</strong></span></p>
<ul>
<li style="text-align: justify;">NCAV was successfully introduced 2 important amendments to the Family Code, the first pertaining to the prohibition of violence and abuse by family members and the second pertaining to a speedy resolution of a request for a divorce in cases of domestic violence.</li>
</ul>
<p style="text-align: justify;"> <span style="color: #8d3bc3;"><strong>2002</strong></span></p>
<ul>
<li style="text-align: justify;">The Ministry of Social Welfare and Labor covered 20% of the operational costs of the NCAV shelter house in Ulaanbaatar. The article 19th of Government Law was enacted, in which social services supporting victims of domestic violence and sexual abuse were contracted to non-government organizations (NGO).</li>
</ul>
<p style="text-align: justify;"><span style="color: #8d3bc3;"><strong>2003</strong></span></p>
<ul>
<li style="text-align: justify;">The “Conference on survivors of domestic violence” was held for the first time;</li>
</ul>
<p style="text-align: justify;"><span style="color: #8d3bc3;"><strong>2004</strong></span></p>
<ul>
<li style="text-align: justify;"><strong></strong>The law on combating domestic violence was adopted in May, 2004 after a decade of persistent advocacy by the NCAV and other partners; this process established a model of NGO-Government dialogue on policy reform, and citizen participation in the legislative process. The NCAV lead the advocacy for the adoption of the law.</li>
</ul>
<ul>
<li style="text-align: justify;">The first local shelter house was established in Dundgobi province. The shelter, named “The Family and Information Service Center” provides protection services to victims of domestic violence and sexual abuse.</li>
</ul>
<p style="text-align: justify;"><span style="color: #8d3bc3;"><strong>2005</strong></span></p>
<ul>
<li style="text-align: justify;">The NCAV initiated a multidisciplinary team approach with the aim to protect victims, provide social work services and prevent domestic violence. The NCAV intends to disseminate this model nationwide.</li>
</ul>
<ul>
<li style="text-align: justify;">The NCAV lobbied and advocated for amendments to be made to the Law on Social Welfare. As a result of this lobbying and advocacy, this Law has been extended and allows for individuals, governmental and non-governmental organizations to provide rehabilitation services and temporary shelter to individuals.</li>
</ul>
<p style="text-align: justify;"><span style="color: #8d3bc3;"><strong>2006</strong></span></p>
<ul>
<li style="text-align: justify;">Thank to the advocacy work of the NCAV, the order #47 by the Supreme Court of Mongolia was passed on October 30th, 2006. This Order facilitates common interpretation and application of law on combating domestic violence</li>
</ul>
<ul>
<li style="text-align: justify;">The<strong> </strong>NCAV played an active role in the child rights coalition to amend the Law on Education so as to prohibit physical and emotional punishment of children and economic violence in schools and kindergartens. NCAV, Child Protection Program leaded the policy level advocacy work.</li>
</ul>
<p style="text-align: justify;"><span style="color: #8d3bc3;"><strong>2007</strong></span></p>
<ul>
<li style="text-align: justify;">On the 12th September, the “National Action Plan on Combating and Preventing Domestic Violence” was enacted result of the case lobby on suicide of a 10 year old boy victim of domestic violence; The Action plan is a national mechanism to implement the Law on Combating Domestic Violence.</li>
</ul>
<ul>
<li style="text-align: justify;">On the 09<sup>th</sup> April, 2007, the City Mayor’s Office made the order 144<sup>th</sup> to create a multidisciplinary team at every khoroo level including khoroo governor, social worker, inspector, family doctor, and school social worker. The cost for the multidisciplinary team should allocate at the District level budget.</li>
</ul>
<p style="text-align: justify;"> <span style="color: #8d3bc3;"><strong>2008</strong></span></p>
<ul>
<li style="text-align: justify;">Step by step implementation of the National Action Plan on combating and preventing domestic violence is a part of the Government’s agenda of economic and social development of in 2008.</li>
</ul>
<ul>
<li style="text-align: justify;">The amendment of the Law on Social Welfare adopted on 15th Jan, 2008 provides that welfare allowance to caretakers of child victims of abuse or of children who fall under Article 25.2 of Family Law shall be a type of “conditioned monetary social welfare allowance”.</li>
</ul>
<p style="text-align: justify;"> <span style="color: #8d3bc3;"><strong>2009</strong></span></p>
<ul>
<li style="text-align: justify;">NCAV Dundgobi branch, for the first time, created a contract with local Welfare Agency to cover the social work services at the shelter house. The local level initiative has been introducing in national level as good practice;</li>
</ul>
<ul>
<li style="text-align: justify;"> The key standard for the shelter house on protection of victims of abuse was approved by the National Standard on Measurement. Now the national level shelter houses will follow the state shelter standard.</li>
</ul>
<ul>
<li style="text-align: justify;">The social workers and police officers play a special role under the law on combating domestic violence to help victims according to the implementation of the law on combating domestic violence. NCAV developed the guidelines “How to analyze a situation” and “Police Request Form to court” with respective manuals. The guideline and the form were adopted by the joint order of Minister of Social Welfare and Labour, Minister of Justice and Internal Affairs.</li>
</ul>
<p style="text-align: justify;"><span style="color: #8d3bc3;"><strong>2010</strong></span></p>
<ul>
<li style="text-align: justify;">The training program on human trafficking issue for attorneys was accredited by the National Legal Institute which developed by NCAV.</li>
</ul>
<ul>
<li style="text-align: justify;">The Police General Department order No 350, 30 June, 2010, adopted “Combating domestic violence”. The order regulates police role and responsibility for responding into domestic violence call and case.</li>
</ul>
<p style="text-align: justify;"> <span style="color: #8d3bc3;"><strong>2011 </strong></span></p>
<ul>
<li style="text-align: justify;">Thank to NCAV advocacy, the concept of domestic violence issue was included at the re-training program for police officers.</li>
</ul>
<ul>
<li style="text-align: justify;"> Thank to the advocacy work of the NCAV, the order #102 by the Minister of Justice and Internal Affairs was passed on June, 2011. The Order established the government working group on developing the reformed amendment of the current law on combating domestic violence. NCAV has been working as a member of the government working group.</li>
